New Delhi’s refusal to join RCEP should not be interpreted as a sign that it’s allegiance will eventually move westward rather than east. The fact that India remains in BRICS - and it is or was the biggest borrower from the New Development Band - plus its continuing membership of the SCO strongly suggests that India has Eurasia on its mind, just not as a junior partner of China.
