Today, Foreign Affairs is a consistently globalist totalitarian governance advocacy magazine as far as I can tell. And it is the single most influential foreign policy publication in the US, the world for that matter. As for back in 1941 when this was written...let's just say you'll never find this article below in the publication today.
For additional context this was written after the Hitler-Stalin Pact was reached, and before it was terminated. Both totalitarian systems that previously had been hostile agreeing to live together for their strategic reasons.
